Assume the knee is in a position of full extension and the line of pull of the hamstrings is at 15 degrees to the tibia.

A bit medical for me, but...
If the pull is at 15 deg. to the tibia, the moment arm with the knee at full extension would be (tan 15deg. x 5cm) = (.2679 x 5cm) = 1.34cm.
