Well, you're not to young but it may be unusual. Do you jog on cement? Do you do other high-impact sports? Do you sit in a cramped space all day? Any one of these can cause pain. You may also want to try new shoes (get ones that are properly fitted.) I am always amazed at how an ill-fitting pair of shoes can cause knee and/or back pain. It could be arthritis too but you should explore these other possible causes before despairing. Keep seeing your doctor and ask about the shoes.

I have had knee pain since I was 15. It was off and on as well, and they didnt see anything on the x-rays. However, once they did an MRI they were able to find small tissue tears that were causing the pain. Also, if your kneecap doesnt track straight, that will also cause pain. They were able to clean up my knee with surgery (it took them until I was 19 to figure out what was causing it) but 3 years out I am in need of another debriedment (cleaning) and my knee cap problems are back. Try physical therapy, then an MRI, then if needed surgery as a last resort as it doesnt last very long.

I developed arthritis in other joints even younger than you, my knees came along in my 30's. What's wrong? Most likely exactly what your doctor said. Did he give you any suggestions? Avoid high impact exercise, lose weight if you need to, and work those joints, but softly and gently. Swimming, any exercises while in a pool, walking, etc. is a good way to keep the pain at bay. Surprisingly enough not getting enough exercise can cause more pain and aggravate the joints. I also find that taking Aleve helps with the pain.

It might cause by overexercising. It is common that young people get joint problem. I suggest you to minimize the activity that require you to use your joint and knee. Let your knee and joint rest for a few days, the pain will go as you let them rest more. If you really can't stand the pain, take a Panadol extend for muscles and join. But it is not recommend for you to take it everyday, only take it if you really can't stand the pain. There's not much you can do other than letting you knee and joint to have a rest.
